The purpose of this subtask is to create a baseline picture of the freight, goods, and services system in the Atlanta region, built from quantitative information and able to inform the succeeding stages of the task, and the remainder of the study. It therefore is aimed at the marshalling of data towards application in planning, policy analysis, and strategic development. As part of this task, we will establish current and future freigth flows, develop performance measures, compile modal freight profiles, and identify freight bottlenecks.
