Congestion Mitigation Task Force

The Fast Forward program expedites transportation project delivery and the Regional Traffic Operations Task Force expedites traffic operational projects. The Congestion Mitigation Task Force is comprised of members of the Atlanta Regional Commission, the GA Dept. of Transportation, State Road & Tollway Authority, and te GA Regional Transprtation Authority are charged with:
- Cost effectively reducing congestion in the metro-Atlanta nonattainment area
- Develop a benefit/cost methodology to be applied to project selection, and
- Recommending solutions for incorporation into the regional and statewide planning processes.
At the final meeting in December, three recommendations were approved:
- The Task Force recommends refining the current project selection process for the financially constrained, Atlanta Regional Transportation Plan to increase the weighting of the congestion factor to 70%.
- The Task Force recommends that all four agencies develop and implement a technically consistent and transparent methodology for benefit/cost analysis.
- The Task Force recommends the Travel Time Index be used to measure improvement in congestion. The Task Force recommends a regional Travel Time Index goal of 1.35 by 2030 for the Atlanta nonattainment area.
These recommendations were used in the development of the Envision6 RTP.
