The LCI Transportation Program page is intended to provide assistance to LCI sponsors during the development of LCI transportation projects. LCI "sponsors" are those lead organizations that have undertaken LCI studies. As an LCI sponsor, organizations have certain benefits (e.g. eligible for LCI transportation projects) and responsibilities (e.g. attending quarterly LCI meetings).
LCI Pre-Qualification Process
Prior to an LCI Sponsor receiving LCI transportation funds, the organization must first pre-qualify transportation projects from their 5-year LCI work program for LCI transportation funding. Each LCI study area can pre-qualify up to two projects. This listing will be updated every 2-3 years for all existing sponsors, and amended each year for studies complete or grandfathered in the previous calendar year.
Sponsors can submit a competitive application for pre-qualified projects in coordination with an update to the Transportation Improvement Program (TIP) to receive a notice to proceed from ARC to begin with the concept study phase. The requirements and a presentation on the process have been included below. Once a concept study is approved by ARC, an LCI sponsor can begin the Plan Development Process (PDP) for Preliminary Engineering. The documents contained in the LCI Transportation Program Manual below provide specific guidance and forms related to designing and constructing an LCI transportation project funded in the TIP (following the PDP process).
Requests for additional transportation funds can be submitted to ARC will be addressed twice a year. Schedules will be released periodically. Requests much meet LCI implementation guidelines.
