Community Services Employment for Older Americans
$120 million has been allocated for Title V of the Older Americans Act. The funds are to be distributed within 30 days of enactment to current grantees to support additional employment opportunities for low-income seniors in proportion to their allotment in program year 2008. ARRA allows for the recapture and re-obligation of such funds, as authorized under Title V of the Older Americans Act. Funding is available until June 30, 2010. This is formula funding and no additional details are available at this time.

Medicaid Aid to States (Temporary FMAP Increase) (Sec. 5001)
The Federal Medical Assistance Percentages (FMAPs) are used in determining the amount of Federal matching funds for State expenditures for assistance payments for certain social services, and State medical and medical insurance expenditures. The Social Security Act requires the Secretary of Health and Human Services to calculate and publish the FMAPs each year.

DTV Conversion Coupons (Division A, Title II)
Congress created the TV Converter Box Coupon Program for households wishing to keep using their analog TV sets after broadcasters stop analog broadcasting. The Program allows U.S. households to obtain up to two coupons, each worth $40, that can be applied toward the cost of eligible converter boxes.

Weatherization
The U.S. Department of Energy (DOE) Weatherization Assistance Program provides assistance to elderly, disabled, and low-income families by increasing the energy efficiency of their homes while ensuring their health and safety. DOE provides funding to states, which manage the day-to-day details of the program.   The final bill expands the eligibility of low-income households for the Weatherization Assistance Program.

Community Development Block Grants (Community Planning and Development)
CDBG funds may be used to provide affordable housing, services, and jobs for the most vulnerable in your communities. Generally, appropriations are allocated to states and local jurisdictions. Entitlement communities are comprised of central cities of metropolitan statistical areas; metropolitan cities with populations of at least 50,000; and qualified urban counties with a population of 200,000 or more (excluding the populations of entitlement cities). States distribute CDBG funds to non-entitlement localities not qualified as entitlement communities.  HUD determines the amount of each grant by using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.
