  • Every application must be signed by the Chief Elected Official in the community.
  • Priority will be given to LCI recipients and/or applications that demonstrate commitment to the goals established in the Atlanta Region's Plan Policy Framework.
  1. The applicant must be a city or county in the 10 county Atlanta region. 
  2. The application should specify the type of assistance being requested (i.e. the development of an ordinance, a quality growth audit and recommendations, etc.) and how it will be applied. 
  3. The community must have a specific, clearly defined project and there must be a clear role for a team to assist with implementing the project. Applicants must describe the project, discuss how it relates to local and regional growth, and explain how its success would affect the community’s environmental, social, and economic health. 
  4. Elected officials – mayors, county commissioners, city council members – must support the project and be committed to its success. The response to this application will require a letter of support from the primary elected official in the community, and preferably a list of other elected officials who support it.

Community Choices Implementation Assistance Program

The Community Choices Program is an Atlanta Regional Commission quality growth initiative. Through Community Choices, we provide cities and counties with the tools, technical assistance and resources to help them create communities that best suit their unique visions.

Cities and counties across the Atlanta region develop plans and policies that foster economic growth, promote sustainability, enhance public health and plan for development that helps communities realize their visions. Often in today’s economic climate, local governments lack the tools and human resources to implement their plans and policies. The Community Choices program presents local governments with a great opportunity to fund resources to implement plans and prepare for the future. Community Choices is an annual, competitive solicitation open to city and county governments in the 10-county Atlanta region who need assistance to develop tools to implement their plans and policies.

The goals of the Community Choices program are:

  • Provide cities and counties the necessary resources to achieve their visions;
  • Support implementation of regional plans and policies at the local level;
  • Create examples of quality growth that can serve as best practices.

Technical Assistance

Through the Community Choices Implementation Assistance program, ARC provides select communities with pro bono technical assistance to implement innovative quality growth policies and plans. Our Online Studio contains some past projects.

The Community Choices Toolkit is a collection of high-quality resources on community planning and quality growth.  The tools provide citizen planners and elected and appointed officials with information they need to implement innovative community planning concepts in their city or county. 


The Atlanta Regional Commission provides a broad range of toolsresources and technical assistance to help local governments design communities that work for them.  The goal is to assist local governments with making good, long-term decisions about where, when and how they should grow in order to achieve their unique vision.

Planning & Visioning Assistance

For communities seeking planning and visioning assistance, visit the Planning Assistance page, which highlights workshops, charrettes, and planning assistance teams led by ARC’s Community Development Division.  These activities are designed to respond to local needs on an ad hoc basis and are typically outside the more formal context of some of ARC’s other programs.
