Elderly and Persons with Disabilities Program
The goal of the Section 5310 Elderly and Persons with Disabilities program is to improve mobility for older adults and persons with disabilities. The Section 5310 program provides funds for capital costs associated with providing transportation services to older adults and persons with disabilities, including vehicle purchases for nonprofit organizations and public entities in urbanized, small urban and rural areas. Funds for this program are apportioned to states on a formula basis depending upon the state’s elderly and disabled populations.
In the state of Georgia, the Georgia Department of Human Services (DHS) is the designated recipient for Section 5310 funds. The DHS publishes an annual Georgia State Management Plan and Application Package for the Transportation of Elderly Persons and Persons with Disabilities program. This plan describes DHS’s role as the Designated Recipient and establishes the policies and procedures for administering the program and the competitive selection process for selecting projects. Currently this process is incorporated into the Atlanta region’s coordinated plan by reference only.
