It is critical that transportation projects in the Atlanta region are built on schedule. Delays in the planning and construction of projects can result in continued traffic congestion, decreasing air quality and cost overruns. While ARC is responsible for developing the Atlanta region’s short-range Transportation Improvement Program, most projects are implemented by various state and local governments that serve as project sponsors. ARC encourages the prompt delivery of transportation projects through reporting efforts such as Breaking Ground.

Breaking Ground

The annual Breaking Ground report is published by ARC to keep citizens and policymakers informed on the implementation status of transportation projects programmed to receive funds in the most recently completed fiscal year. The report also fulfills the TIP project implementation mandates currently prescribed by the TIP/RTP Blueprint.

In addition to the standard written report, the 2011 edition of Breaking Ground includes an online interactive component (dashboard) designed to present TIP project implementation more intuitively. The Breaking Ground dashboard can be used to discover yearly rates of transportation project implementation, find trends in project funding, map delayed projects interactively and filter project lists by user-defined criteria.
